EPC legislation is changing
Changes to EPCs in Scotland are due to come into effect from 31 October 2026 with a transitional period until 31 October 2027. The aim is to bring Scotland in line with England and Wales in terms of EPC styles and methodologies.
Our understanding is that the current s63 Action Plan may no longer be a requirement.
This introduction of EPC reforms may be challenging for property owners as they will have to renew all their EPCs when selling or letting a property and the EPC will no longer be valid for 10 years but 5 years.

If you are selling/letting a property prior to 31 October 2026, you still do require a current EPC (based on 2008 Regulations).
Transitional Arrangements
To help manage the switch:
- For most buildings being sold or let (non-short-term lets):
If your current EPC is still valid after 31 October 2026, you can use it for the sale or let of a property until 31 October 2027. However, if the property is sold or let again during that year, a new-style EPC will be required.
If you require to sell or let before the 31st October 2026 you will still require a current EPC (2008 Regulations)
- For large public buildings that must display an EPC:
You can keep using your existing certificate until it expires naturally or until 31 October 2031 — whichever comes first. After that, only new-style EPCs will be valid."
There remains a lot of confusion around the matter, however changes will be implemented albeit there may be delays to the dates provided.
